Employment Type: Full-Time | Location: Remote | Salary Range: $150,000–$155,000

Maximus is seeking a Senior Manager, Business Development to join our Federal Civilian Division, specifically supporting Administration and Enforcement customers. This remote position offers the opportunity to play a strategic role in expanding our federal footprint by driving new business within key agencies such as the GSA, U.S. Courts, Department of State, and Congress.

Your understanding of IT drivers, procurement processes, and mission priorities across key agencies will be instrumental in developing strategies that position Maximus for long-term success.


Key Responsibilities

  • Lead full lifecycle business development efforts, including opportunity identification, qualification, and strategy development.

  • Collaborate across teams to shape and communicate winning capture strategies.

  • Build and maintain a pipeline of targeted federal opportunities aligned with divisional growth goals.

  • Engage agency stakeholders and cultivate strategic customer and partner relationships.

  • Provide insight into customer missions, competitors, and procurement trends.

  • Coordinate pricing, staffing, and solution development activities.

  • Lead small and subcontracted capture efforts.

  • Participate in proposal development, technical reviews, and pricing strategies.

  • Represent Maximus at industry events and customer engagements.

  • Drive alignment between capture teams, operations, and executive leadership throughout the pursuit process.


Required Qualifications

  • Bachelor’s degree in a related field (or equivalent combination of education and experience).

  • 7–10 years of experience in federal business development, with demonstrated success in opportunity capture.

  • Ability to obtain and maintain a government security clearance.

  • Strong knowledge of federal IT needs, including enterprise IT, cloud, cyber, agile delivery, and emerging technologies.

  • Deep understanding of federal contracting processes and regulations.

  • Proven ability to develop and maintain high-level customer relationships.

  • Willingness to travel up to 5% in the DC/MD/VA area.


Preferred Qualifications

  • Exceptional written and verbal communication skills.

  • Experience engaging with both existing and new federal customers.

  • Knowledge of AI tools, digital transformation, and applications modernization within the federal space.

  • Strategic thinker with strong organizational, analytical, and planning skills.
